Alcohol by Weight is a term used in expressing the amount of alcohol that is contained in an alcoholic beverage, as a percentage of the total weight of the beverage it is contained in.  Because alcohol weighs less than water, measurement of alcohol content (i.e., "potency") is given in terms of Alcohol by Weight or Alcohol by Volume.

Alcohol by Volume
(for comparison purposes) is a measurement which expresses the content of alcohol as a percentage of the total volume of the beverage it is contained in.

Some beer, ale, wine, etc. are measured by the Alcohol by Weight method.  Alcohol by Weight measurements are expressed as lower numbers than Alcohol by Volume measurements.

In addition, the Alcohol by Weight measurement is often used in defining what an alcoholic beverage is (especially with regard to legal matters)...i.e., "any beverage with an alcohol content over 5% Alcohol by Weight"!
